Franklin sheriff arrests 16 in second phase of drug probe

Investigators honed in on Louisburg sales

LOUISBURG — The Franklin County Sheriff's Office said Friday it had charged 16 people with various drug offenses as part of the second phase of its Operation Impact investigation.

The suspects are all accused of having been involved in the sale of drugs around Louisburg, according to a press release.

Last month, the sheriff's office announced 15 arrests as part of the first phase of the operation. Those suspects were accused of selling drugs near Franklinton.

"Phase II of Operation Impact was conducted as part of our overall strategy to address illegal drug sales in every part of our county," Sheriff Kent Winstead said in a statement. "Working with our law enforcement partners has proven to be a valuable resource in combating illegal drug activities within our communities."

The sheriff's office said deputies identified suspects through citizen complaints and other intelligence. The Drug Enforcement Administration, the N.C. Alcohol Law Enforcement and the Louisburg Police Department assisted.

More arrests are expected, the sheriff's office said.

The suspects are:

• Eric Lamont Joyner, 38, of Eagle Nest Lane, Kittrell: maintaining a vehicle or dwelling place for the sale of a controlled substance and two counts possession with intent to sell or deliver heroin and selling heroin; $25,000 bond.

• Ashley Suri, 24, of Richards Way, Zebulon: two counts each possession with intent to sell and deliver a controlled substance, selling and deliver a controlled substance and maintaining a vehicle or dwelling place for a controlled substance; $25,000 bond.

• Wilbert Stewart Jr., 52, of Dupree Drive, Louisburg: two counts maintaining a vehicle or dwelling place for a controlled substance and three counts each selling cocaine and possession with intent to manufacture/sell/deliver a Schedule II controlled substance; $50,000 bond.

• Dennis Earl Fennell Jr., 29, of Dupree Drive, Louisburg: selling cocaine, possession with intent to manufacture/sell/deliver a Schedule II controlled substance, maintaining a vehicle or dwelling place for a controlled substance and possession with intent to manufacture/sell/deliver a controlled substance within 1,000 feet of a school; $100,000 bond.

• Joseph Albert Fowler Jr., 30, of Dupree Drive, Louisburg: possession with intent to manufacture/sell/deliver cocaine, possession with intent to manufacture/sell/deliver a controlled substance within 1,000 feet of a school, four counts maintaining a vehicle or dwelling place for a controlled substance and three counts each selling cocaine and possession with intent to manufacture/sell/deliver a Schedule II controlled substance; $175,000 bond.

• Ricky Patrick Hill Jr., 23, of Otis Burrows Road, Louisburg: two counts each selling marijuana, possession with intent to manufacture/sell/deliver marijuana and maintaining a vehicle or dwelling place for a controlled substance; $20,000 bond.

• Walter Emanuel Epps, 59, of Mineral Springs Road, Louisburg: possession with intent to sell or deliver cocaine and two counts each selling cocaine, possession with intent to manufacture/sell/deliver cocaine and maintaining a vehicle or dwelling place for a controlled substance; $100,000 bond.

• Jess Lee Althiser, 37, of Whites Lane, Louisburg: possession with intent to sell or deliver marijuana, selling marijuana and maintaining a vehicle or dwelling place for a controlled substance; $15,000 bond.

• James Franklin Priest, 35, of Ridley Street, Louisburg: two counts each possession with intent to sell or deliver cocaine, selling cocaine and maintaining a vehicle or dwelling place for a controlled substance; $25,000 bond.

• Reo Perry, 27, of Walter Grissom Road, Kittrell: possession with intent to sell or deliver marijuana, selling marijuana, maintaining a vehicle or dwelling place for a controlled substance and conspiracy to sell marijuana; $15,000 bond.

• Justina Webb, 29, of Walter Grisson road, Kittrell: possession with intent to sell or deliver marijuana, selling marijuana, maintaining a vehicle or dwelling place for a controlled substance and conspiracy to sell marijuana; $15,000 bond.

• Justin Lane Williams, 24, of Rex Place, Louisburg: possession with intent to sell or deliver cocaine, selling cocaine, maintaining a vehicle or dwelling place for a controlled substance and possession with intent to manufacture/sell/deliver a controlled substance within 1,000 feet of a school; $40,000 bond.

• Dequon Seward, 25, of Rough Lane, Louisburg: possession with intent to sell or deliver marijuana and selling marijuana; $10,000 bond.

• Antonie Perry, 34, of Cripple Creek Road, Louisburg: possession with intent to manufacture/sell/deliver cocaine and selling cocaine; $5,000 bond.

• Dennis Godwin, 44, of Hopi Drive, Louisburg; conspiracy to sell or deliver a Schedule I controlled substance and two counts each selling heroin and possession with intent to manufacture/sell/deliver heroin; $75,000 bond.

• Melissa Murphy, 46, of M.C. Wilder Road, Louisburg: possession with intent to manufacture/sell/deliver a controlled substance within 1,000 feet of a school, two counts maintaining a vehicle or dwelling place for a controlled substance and three counts each selling a Schedule II controlled substance, possession with intent to manufacture/sell/deliver a Schedule II controlled substance and trafficking in opium or heroin; $150,000 bond.
